PH May Stop Sending Workers to Kuwait, Says DMW Study

The Department of Migrant Workers (DMW) is considering a possible ban on sending overseas Filipino workers (OFWs) to Kuwait after two tragic incidents involving OFWs in the Middle Eastern country.

What Happened?

  1. Dafnie Nacalaban’s Case:
    Dafnie Nacalaban, reported missing by her second employer in October, was later found dead in the residence of a Kuwaiti individual. The circumstances surrounding her death remain under investigation.
  2. Jenny Alvarado’s Tragic Death:
    Jenny Alvarado reportedly died from coal smoke inhalation at her workplace, along with her Nepalese and Sri Lankan colleagues. Adding to her family’s pain, a mix-up led to the wrong body being sent home initially, sparking outrage and deep sorrow.

DMW’s Response

Migrant Workers Secretary Hans Cacdac shared that President Ferdinand Marcos Jr. is aware of these cases and is closely monitoring the situation. While no final decision has been made, the DMW is evaluating the following measures:

  • Deployment Ban: The agency is exploring whether a full or partial ban should be imposed. Currently, first-time domestic workers are prohibited from being deployed to Kuwait.
  • Stricter Requirements: Tighter rules and additional safety measures for OFWs heading to Kuwait are being considered.
  • Balanced Decision: Secretary Cacdac emphasized the need to protect OFWs while also considering the employment opportunities for those who are safely working in Kuwait.

“At kung sa pagsusuri natin ay makakatulong ang suspension of deployment ay gagawin din natin ‘yan,” Cacdac stated, highlighting the importance of both safety and livelihood for the 215,000 Filipino workers in Kuwait.

The DMW is conducting a thorough review and will decide based on what is best for the safety and welfare of Filipino workers. This situation underscores the need for stronger measures to protect OFWs abroad.
