The International Criminal Court (ICC) is giving victims of former President Rodrigo Duterte’s controversial “War on Drugs” a chance to make their voices heard.
Kristina Conti, assistant to counsel at the ICC, announced on social media that the court is inviting victims to share their views and concerns in the ongoing case against Duterte.
She explained that this process is a unique feature of the ICC, designed to ensure that victims can seek truth and accountability throughout the legal proceedings.
“Victims’ participation in the ICC protects their interests—whether it’s to hear the truth or to ensure responsibility,” Conti said.
The ICC’s Pre-Trial Chamber I recently ordered the Victims Participation and Reparations Section (VPRS) to develop a system for victims to register and apply for participation.

Conti clarified that they are still waiting for official guidelines from the ICC before moving forward.
Duterte is facing trial at the ICC for alleged crimes against humanity related to his aggressive anti-drug campaign, which resulted in thousands of deaths.
