Tourism Workers Hit by Disaster Now Priority for DSWD Aid

The Department of Tourism (DOT) announced that tourism workers impacted by disasters will now be treated as a “priority sector” for government aid. This new development comes after the DOT and the Department of Social Welfare and Development (DSWD) officially teamed up on January 23 to support these workers in times of calamity.

What Does This Mean for Tourism Workers?
Under this new partnership, tourism workers, particularly those who work in areas hit by disasters, will get extra help from the government. The DOT will provide training in alternative ways to earn money if their usual jobs are disrupted. Meanwhile, the DSWD will add these workers to their list of people who can receive financial support like cash transfers, “cash for work” programs, and training that helps workers earn money during emergencies.

Why Is This Important?
Tourism workers in smaller towns and faraway areas are especially vulnerable when a disaster strikes. Many of them belong to the poor or marginalized groups who don’t have other sources of support when their jobs are affected. By giving them priority, the government ensures that these workers are taken care of when disaster happens.

“We hope there won’t be more disasters, but if there are, we want to make sure our tourism workers are supported,” said Tourism Secretary Christina Frasco.

DSWD Secretary Rex Gatchalian explained that many tourism workers in small towns depend on tourism for their income. “Tourism brings in billions to the economy, and it’s important we protect those who make it happen, our hospitality workers,” he said.

Training and Support Programs
As part of this agreement, the DOT will offer several types of training to help workers find new ways to earn money. Some of the programs include training in making beads and artwork, homestay hosting, farm tourism, basic massage (hilot), and cooking skills (culinary). These programs will help workers have new skills that can support them even when disaster strikes.

The Story Behind the Partnership
This partnership was created in response to the terrible oil spill in Oriental Mindoro in 2023, which harmed more than a thousand tourism workers when oil slicks spread to coastal towns. During that crisis, the DOT was able to help 1,348 people by providing 15 different training programs.

Now, with this new partnership, the DOT and DSWD aim to be better prepared for future disasters, ensuring that tourism workers are always supported and protected during tough times.
