Senate Approves 4-Year Terms for Barangay, SK Leaders

On Tuesday, the Philippine Senate took a major step by approving a bill that extends the terms of barangay officials and Sangguniang Kabataan (SK) leaders from three years to four years. This decision, seen as a move to strengthen local governance, received unanimous support from senators.

What is the Bill About?

Senate Bill 2816, titled the “Act Setting the Term of Office of Barangay Officials and Members of the Sangguniang Kabataan”, was passed with a perfect record of 22 affirmative votes and no opposition or abstentions.

Why Change the Term Length?

Senator Imee Marcos, who sponsored the bill, explained the key changes:

  • The next barangay and SK elections are scheduled for October 20, 2027.
  • Barangay officials can serve up to three consecutive four-year terms under this new law.
  • After being elected, officials will officially assume office on November 1 of the same year.

She also clarified that current barangay captains will continue in their positions until the 2027 elections.

Why Does This Matter?

Senators highlighted how extending the term benefits barangay and SK leaders in serving their communities more effectively.

Senator Robin Padilla expressed that a three-year term is too short to accomplish meaningful programs.

Meanwhile, Senator Ramon “Bong” Revilla Jr. emphasized the vital role barangays play as the smallest political unit in the country. According to the Local Government Code, barangays serve as the planning and action centers for government policies and as platforms for resolving community disputes.

What’s Next?

The bill will now move forward as it awaits a counterpart measure from the House of Representatives, which has already been approved at the committee level.

This move is expected to give barangay and SK leaders more time to fulfill their promises and lead their communities toward progress.
