PhilHealth Contribution Cut to 3.5%—Big Relief for All

Great news! The House of Representatives has just approved a bill that lowers the amount people need to pay for PhilHealth. Instead of 5%, members will now pay only 3.5% of their income. That means more savings for hardworking Filipinos!

Why Is This Happening?

The bill, called House Bill 11357, was created to make healthcare more affordable and help the country be better prepared for health emergencies like the COVID-19 pandemic. Lawmakers believe that by lowering PhilHealth fees, more Filipinos can get the medical care they need without worrying too much about costs.

Who Decides Future Increases?

Under the new bill, any changes to PhilHealth fees must first go through a careful study. An independent, non-government group will check if an increase is needed. Then, Congress must approve it before any changes happen. This means no surprise fee hikes!

What About Overseas Filipino Workers (OFWs)?

There’s even better news for Filipinos working abroad! OFWs won’t have to pay the full PhilHealth fee anymore. Instead:
✅ 50% will be covered by their employer
✅ 50% will be paid by the Philippine government

This makes healthcare more affordable for our hardworking kababayans overseas!

How Will PhilHealth Spend Its Money?

The bill also makes sure that PhilHealth spends its money wisely. Right now, PhilHealth can use up to 7.5% of the fees it collects for administrative expenses like salaries and office costs. With the new rule, PhilHealth must base these expenses on the benefits paid to members instead of the total fees collected. This ensures that more money goes toward healthcare services rather than office expenses.

What Happens Next?

Now that the House has approved this bill, it will move forward for further discussions. The Senate already passed its own version of the bill in August 2024, so the next step is for both sides to agree before it becomes an official law.

Why This Matters

Health Secretary Ted Herbosa thanked lawmakers for approving the bill, saying it will help Filipinos get better healthcare without breaking the bank. This new law is expected to bring relief to millions of Filipinos who rely on PhilHealth for medical support.

This is a big step toward affordable and fair healthcare for everyone in the country!
