The emergency declaration gives officials special powers to clean up the mess. They want to protect the environment and bring things back to normal. This includes:

However, local people are frustrated. Fisherman Martin Pasos explained that they haven’t been able to work for six days. “It’s chaos in Lobitos,” he said. “We haven’t heard anything helpful from the oil company.”
